On April 10, 2025, the U.S. House of Representatives narrowly approved a budget resolution that aligns with the Senate’s earlier blueprint, setting the stage for substantial cuts to health care programs, particularly Medicaid. The resolution passed with a 216-214 vote, indicating deep divisions even within the Republican Party. While the resolution doesn’t explicitly mention Medicaid, the scale of proposed cuts—$880 billion over the next decade—makes it likely that Medicaid will be significantly affected.

Understanding the Potential Impact

The budget resolution aims to achieve at least $1.5 trillion in savings, a target that cannot be met without addressing major entitlement programs like Medicaid. Proposed changes include implementing work requirements, converting funding to block grants, or reducing federal contributions, all of which could lead to reduced coverage for millions of low-income Americans.​

These cuts come at a time when over 79 million Americans rely on Medicaid or the Children’s Health Insurance Program (CHIP) for their health care needs. In some states, more than a third of residents are enrolled in Medicaid, highlighting the program’s critical role in providing access to care.

With both the House and Senate having passed identical budget resolutions, lawmakers will now work on crafting the specific legislation to implement these cuts. The reconciliation process allows for expedited consideration of budget-related bills and requires only a simple majority in the Senate, making it a powerful tool for enacting significant policy changes.
