On June 20, 2025, the Centers for Medicare & Medicaid Services (CMS) released the Marketplace Integrity and Affordability Final Rule, projecting an average 5 percent reduction in individual-market premiums and taxpayer savings of up to $12 billion in 2026.

$5 Auto-Re-enrollment Premium – Consumers auto-re-enrolled in $0-premium plans without eligibility confirmation will now pay $5 per month, boosting engagement.

Open Enrollment Standardized – Starting with plan year 2027, all Exchanges must end Open Enrollment by Dec 31, encouraging continuous, year-round coverage.

Sunset Provisions – Many integrity measures expire after the 2026 plan year, giving CMS time to evaluate market impact and fraud controls.
