PEPFAR Cuts Under Scrutiny

A proposed rescission package under consideration by Senate Republicans includes a $400 million cut to the President’s Emergency Plan for AIDS Relief (PEPFAR), part of a broader $8.3 billion reduction in foreign aid. PEPFAR, launched in 2003 under President George W. Bush, is one of the most successful global health programs, credited with saving over 26 million lives and maintaining bipartisan support.

  • Lives at risk: UNAIDS estimates that continued cuts to PEPFAR could lead to 4 million additional deaths and 6 million new HIV infections between 2025 and 2029.

  • Political divide: Senators including Susan Collins, Lisa Murkowski, and Mike Rounds have voiced concern and are urging that HIV/AIDS funds be protected from budget rescissions.

  • Global health impact: PEPFAR supports testing, treatment, and prevention services in more than 50 countries. A funding reduction could severely disrupt these operations and reverse decades of progress in HIV control.
