Ryan White was only 13 when he was diagnosed with AIDS in 1984. In an era when fear overshadowed understanding, he became a symbol of courage in the face of prejudice. His struggle inspired the enactment of the Ryan White CARE Act in 1990—transforming personal tragedy into a national movement for justice, compassion, and health.

Since then, the Ryan White HIV/AIDS Program (RWHAP) has evolved into a comprehensive system of care. Administered by the Health Resources and Services Administration (HRSA), it provides medical treatment, medications, and essential support services to low‑income and uninsured people living with HIV—often serving as their “payer of last resort” .

Every year, more than half a million people receive services through RWHAP. The program is grounded in compassion and equity, reaching individuals who might otherwise have nowhere else to turn .

In 2024, HRSA introduced Ryan White Program 2030, an innovative vision for the future that builds on this foundation—with strategies such as rapid medication initiation, long-acting injectable treatments, and community-based outreach aimed at ending the HIV epidemic .
